Who should pay the bill?

In Germany many of the state banks have lost money because they gambled were to closely involved in the real estate market. The recent downturns have led to big holes.

Isn’t this a perfect example of how things shouldn’t be done?

Who should really pay the bill: The employee who is responsible for the “gamble”?
For the politicians this is not a question at all: Just raise the taxes!
