How can anyone work productively without clutter is beyond me. Everything, (and that's alot), on my desk has a purpose for being there. Moving one item will have a negative effect on my productivity for the day.

I have always had a cluttered, but organized, desk. About two months ago, I and my team moved to a smaller office at a different location. I ruthlessly purged my stuff before the move to adapt.

When I got to the new place, I found that I had plenty of room. I filed everything carefully. So far, I have kept my desk cleaner than it has ever been.

That said, your old colleague is in serious need of therapy. Different people work effectively in different ways. Assuming that the employee conforms to corporate standards and does his job well, lay off and embrace diversity.
